Provision of Expanded Health Services |
Emergency Medical Services (CARE 161) |
This will be a system of emergency medical services to care for victims of sudden and serious illness or injury. This system will depend on the availability and coordination of many different elements, ranging from an informed public capable of recognizing medical emergencies to a network of trauma centers capable of providing highly specialized care to the most seriously ill of injured. |
| Provision of Health Insurance for Indigents |
The Cavite Health Insurance Program for indigents will provide primary health care services as an insurance package program for the poor members of the PhilHealth. Under this program the national and local government will subsidize the health premiums of identified families duly recognized by the authorized project implementation team. The program is expected to benefit families in the 4th and 6th class municipalities/cities and/or from coastal/resettlement areas and families from 1st and 2nd class municipalities/cities where poor living condition is prevalent and delivery of basic services are urgently needed. A tripartite subsidy deal among the provincial government, Cavite Congressmen and the Local Government Units will be pursued and forge to an agreement wherein the premiums will be shared equally by all the parties concerned for the premium payment/contribution scheme of the program. The program will also be beneficial to the local government units concerned as PhilHealth will be allocating P300.00 per household as part of the capitation fund or return on investment for duly accredited rural health units. |
Transformation of Provincial Hospital from tertiary level of care, into a Medical Center |
The project is envisioned to address the medical needs of the rapidly growing population of Cavite province. The increasing incidence of disease related to urbanization is compounded by the growing proportion of elderly population, an issue that has to be responded to by specialized levels of care such as medical center. The project aims to provide not only specialized treatment but also comprehensive diagnostic services through the use of modern sophisticated tools and equipment. This will solve the dilemma encountered in frequently referring patients to Manila for proper diagnosis and treatment because of lack of available capabilities in the present set up. It will also serve as a medical research center and training institution of health personnel from both private and public colleges and universities. It is expected to serve the marginalized majority of the population who cannot afford the services of private hospitals and is not competition with private health institutions but complementary in terms of training and research |
Provision of Technical Support to District Health System under DOH |
The Provincial government will provide technical support to the District Health System Program under the Department of Health in Magallanes, Naic, Maragondon, Ternate (MagNaMarTe) district. Focusing on the health needs of the people in the district to make the health services more accessible and available to the residents of the area. |
Provision of Preventive Health Care thru Efficient Delivery of Basic Health Services and Programs |
Consistent with the policy to push forward total Health Development, the Provincial Health Office will be directed to provide prevention health charges toward improving and sustaining the provision of basic health services and implementation of regular programs. To ensure access to these basic services, the following programs were integrated to form part of the Provincial Government's regular health care delivery system and outreach programs. |
