The program will institute measures for efficient resolution of the Drug Abuse problem in the province and will prosecute persons in significant cases involving drug trades. The program will also include collaborative and tie-up programs with the Phil. National Police and Local Government Units to ensure the eradication of this problem making Cavite a Drug Free province. Under this program the following components will be pursued:

| Creation of Provincial Anti-Drug Abuse Council |
The Council will be created to coordinate efforts of different agencies against Drug Abuse. It will assist the government in providing able solutions and means in eradicating the drug problem. It will be tasked to monitoring illegal drug related crimes, coordinate with law enforces government and non-government organizations, provide assistance to victims of drug related crimes and formulate an overall framework plan to help rehabilitate drug dependents and incriminate drug pushers and traders. |
| Establishment of Cavite Drug Rehabilitation Center |
The Cavite Drug Rehabilitation Center is a project of the provincial government in coordination with the Philippine National Police (PNP) and will be managed by the Provincial Health Office. The center is designed to rehabilitate drug dependents to help them get back to the mainstream of society and become productive and law abiding citizen of the province. |
The center would provide a maximum capacity of 100 clients with an average length of 6 months to 1-year stay who would undergo treatment and rehabilitation process. It would also provide other services vital in carrying out its objective and purpose. |
| Maintenance of Industrial Peace |
As Cavite is being promoted as an investment haven, the provincial government will maintain harmonious industrial peace situation through conciliation, mediation and voluntary arbitration. The following programs components will be pursued for such purpose: |
| Creation of Cavite Industrial Peace Council |
The council serve as a government arm in maintaining industrial peace as well as ensure protection of rights of both the workers and employers, encourage productivity, maintenance of an investor friendly atmosphere in Cavite and formulate plans and programs for the sustained industrial peace in the province. It will also act on providing a negotiating arm to address cases of labor unrests and employer-workers conflict to resolve issues and concerns in a very professional, non-violent and fair manner both beneficial and healthy to the plight of the investors and workers. Cases of unfair labor practice, wages and benefits, protection of regular and special workers, unions, strikes and bargaining agreement will be dealt with in the spirit of fair and transparent compromise among concerned parties to avoid any misconstrued agreement that usually arise on cases involving labor disputes. Such negotiations and collaborative options will be taken in a proper venue and forum for a settlement done fairly and squarely. |
| Local and Domestic Crime Prevention |
Provision of Logistical Support for the intensification and protection Measures to avoid crimes. The provincial government will provide logistical support (radios, motorcycles, mobile etc.) to law enforcement units to intensify crime protection measures and to improve the drive against criminality, resolve cases at the local level and act on complaints in the soonest/shortest possible time to strengthen the criminal justice system. It will also look into crimes perpetuated by dissident elements in the province like robbery/theft, holdups, kidnapping, drug trafficking, illegal gambling and others. Coordination with Phil. National Police in pursuance of reforms will also be prioritized to promptly address crimes and beef up investigation services. |
| Insurgency Prevention |
The administration will continue to work for an enhanced and positive climate for peace and development to prevent insurgency hold out in the province. Though this not yet a rampant problem in the province, there are cases and indications that some areas are now being infiltrated by insurgents. As a precaution, the provincial government is putting all concerns in the development process that will address the root causes of poverty and intensify delivery of basic services, provision of livelihood opportunities and infrastructure development to insurgency prone areas. |
