Cavite conducts workshop

A two-day training workshop entitled Capacitation Training/Workshop for the Local Government Units (LGUs) in Preparedness and Response to Oil Spill Contingency Planwas conducted last July 12-13, 2011 at the Splash Mountain Resort in Los Baños, Laguna. The said workshop was brought about by a series of consultation meetings in the province and was hosted by DENR Region 4A Office which was participated by MENROs, MPDCs, Presidents of City/Municipal Disaster and Risk Council from the 8 Coastal Municipalities and 1 City of the Province,  PG-ENRO, PPDO and COPS.

BM Irene Bencito gave an  inspirational message and noted that the SangguniangPanlalawigan is now in  the process of adopting the Manila Bay Oil Spill Contingency Plan. Engr. George B. Fojas, OIC PG-ENRO with Engr. Ernesto C. Cenizaland  Mr. Elmer Bascos, PENRO of Cavite came to give support to the participants. Then, Dir. Domeng Bravo presented the Operational Plan for  Manila Bay Coastal Strategy (OPMBCS). Afterwhich, Ms. AnabelleCayabyab, Supervising Environmental Management Specialist of PG-ENRO presented the Role of Integrated Coastal Management  in Oil Spill Response. The objectives of the provincial government in the adoption of the plan was cited including: (1) to implement the specific roles of LGUs stipulated in the MOU; and (2) to identify the challenges and develop strategies to  implement the MBOSCP; and (3) to develop action plan to sustain the monitoring of MBOSCP implementation.

The 4-man team Philippine Coastguard (PCG) headed by LCDR Xerxes Fernandez  and SCPO Francisco Villalobos handled the entire training/workshop. The following topics were discussed: (1) Oil Spill  Fundamentals (a) Fate of Oil and (b) Surveillance of Oil Spill; (2) Oil Spill Risk;(3) Hazard to Responders; (4) Spill Assessment;(5) Environmental Impact Assessment; (6) Containment and Protection Booming; (7) Recovery Devices; and (8) Shoreline Clean-up; (9) Waste Management/Disposal; (10) TerminationRespon Response; (11) NOSCP/ National Response Arrangement; (12) Contingency Planning; (13) Incident Command System; (14) Spill Management – Operation Planning; and (15) Claims and Compensation.

During the group workshop, each LGU was tasked to map the resources, habitat and other sites in their locality that will be affected by oil spill. The draft sensitivity map will serve as a guideline for the PG-ENRO and DENR in resource valuation of the LGUs. Likewise, it will be used in the preparation of the draft of Municipal Oil Spill Contingency Plan.

And at the end of the day, it was agreed that another workshop will be done and will focus on drafting everyMunicipal  Oil Spill Contingency Plan within the coastal municipalities of the province.
