In compliance to the Supreme Court Mandatus (GR Nos. 17947-48) to clean and rehabilitate Manila Bay, and Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, the Department of Interior and Local Government thru the Local Government Capability Development Division–Manila Bay Regional Task Group (LGCDD-MBRG) in coordination with the Provincial Government-Environment and Natural Resources Office (PG-ENRO) headed by Engr. Rolinio Pozas conducted a Writeshop on the Formulation of Solid Waste Management Plan of Cavite Local Government Units (LGUS) on October 12-14, 2016 at Bali Village Hotel and Resort, Kaybagal South, Tagaytay City.
In her opening remarks, Ms. Eloisa G. Rozul, LGCOO Chief of DILG IV-A welcomed and recognized the participants and said she was optimistic that Cavite will achieve 100% in the preparation and submission of their Ten-Year Solid Waste Management Plan.
Mr. Ryan Geronimo, Manila Bay Focal Person, DILG Cavite, explained that the department collaborated with the National Solid Waste Management Commission in formulating and crafting the SWMP to help LGUs comply with the Solid Waste Management Act. The technical capabilities that they want to share will help in making the plans feasible.
The participating LGUs were divided into three groups scheduled per day. The first day was attended by Amadeo, Gen. Emilio Aguinaldo, Naic. Rosario, Silang, Tanza and Ternate. Sta. Maria (Laguna), Alfonso, Cavite City, Noveleta, General Trias and Trece Martires City attended on the second day while the City of Dasmariñas, Kawit, Maragondon, Magallanes, Tagaytay City, Imus City, Mendez and Ternate were all present on the third day.They were assisted by Mr. Jeff Parales of the National Solid Waste Commission. He answered queries and at the same time shared all that can be done for their plan to be approved by the NSWMC starting from the requirements to safe closure of dump sites, documentation/evaluation, pictures that should be identified, what to prioritize, and many other things including additional table of implementation. Engr. Ruperto Arca and Mr. Vonn Ernest F. Javier of PG-ENRO helped in assisting the LGUs in their plan formulation.
The attendees were composed of officers of DILG IV-A, National Solid Waste Management Commission, Manila Bay Regional Task Force DILG Cavite, C/MENROs and staff of the 23 cities/municipalities, Technical Working Group (TWG) of the Provincial Solid Waste Management Board (PSWMB) composed of PPDO, PIO, OPA, DENR and PG-ENRO.(PICAD)
