PGC Conducts Orientation on Government Employees’ Organization


     Pursuant to Executive Order No. 180 Series 1987 Re: “Guidelines for the Exercise of the Right to Organize of Government Employees, Creating a Public Sector Labor Management Council, and for other purposes”, the Provincial Government of Cavite through the Human Resource Management Office conducted an Orientation on Employment Organization on July 19, 2017 at the Ceremonial Hall, Provincial Capitol, Trece Martires City. 

     Mr. Jesus I. Barrera, Provincial Planning and Development Coordinator discussed the overview of the orientation and the benefits of establishing an Employee Organization. The establishment of such is a pre-requisite for the Strategic Human Resource Plan (SHRP) of the province mandated by the Civil Service Commission. 

     The orientation proper was conducted by Ms. Maria Theresa R. Poblador, Director II, Civil Service Commission Cavite Field Office. She stressed that one means of taking care of people is to empower them through Public Sector Unionism. E.O. No. 180 further states that “as part of the right to self-organization, employees have the right to form, join or assist unions, organizations or associations for purposes of collective negotiation and for mutual aid protection, engage in peaceful concerted activities, and participate in policy and decision-making processes affecting their rights and benefits”. The legal bases as well as the amended rules and regulations on the coverage, election, registration and others were fully explained by the Director.

     In the afternoon, Mr. Barrera led the election of Interim Board Officers, Technical Working Committees, and the Department’s Focal Persons. Those that were chosen were only temporary and it may be changed when the need arises.  Formulation of the organization’s constitution and by-laws will follow once the officers and personnel involved convene for its planning.

     Everyone is optimistic that the establishment of the employees’ organization will serve its purpose for the benefit of civil servants of the provincial government. (PICAD)
