Lino BocalanA TOWNMATE of related to the Montanos, Lino D. Bocalan may be considered the last elected governor of Cavite under the Third Republic. However, he served for only nine months, January to September 1972, because he was arrested, detained, and eventually released after the proclamation of martial law on September 21, but never reinstated to his gubernatorial position. It was his vice-governor, Dominador M. Camerino, who served the remainder of his term.

   Bocalan and Camerino had one thing in common: they rose to become the highest provincial executive in Cavite despite their scantly education. Both were school dropouts. Bocalan had barely finished the third grade in the primary school; Camerino had a total of four years schooling, 1907-1911. Products of the School of hard knocks they proved their mettle by winning the governorship of Cavite in fair but hotly contested elections.

   The fourth of eight children of Andres Bocalan and Catalina Dimaala, Bocalan was born on September 28, 1928, in Capipiza, Tanza, a barrio by the sea that boasts of uniform hollow block homes of fishermen, thanks to Bocalan whose business and trading acumen matches that of MBA degree holders from the country's leading graduate schools.

   Bocalan was married to the former Juana Tukodlangit of Indang, Cavite, by whom he has eight children, five of them college graduates. With only his spectacular success as abusinessman-trader as credentials, Bocalan ran for governor of Cavite in Late 1971 and won practically hands down. His teammate, Camerino, candidate for vice-governor, also came out victorious.

   Bocalan, is the chairman of the board of JULI, Inc., a real estate firm, and of the Cavite Integrated Textile Mills, Inc., both family corporations. A civic leader, he has been the recipient of several awards including (1) Highest Award as Outstanding Civic Leader and Philanthropist (1965), given by the North Borneo National Volunteers League headed by Prince Maguma Abubakar; (2) Shield of Appreciation for Meritorious Services given by the International Convention of Defenderss of Bataan (1972); (3) Plaque of Distinction as an Oustanding Philanthropist and Business Leader giver by the Radio-TV Press Club and Mass Media Association of the Philippines; (4) Plaque of Appreciation for Outstanding Services, Support and Contribution for Outstanding Services given by the Cavite National High School.

   He is also a member of the Tanza Social Club, the Urdaneta Homeowners' Association, and the Makati Health Club.
