Dominador MangubatTHE SECOND acting governor of Cavite appointed during the administration of Governor Camerino was Dr. Dominador I. Mangubat of Dasmariñas, Cavite. He served from May 1954 to December 31, 1955.

   The eldest son of Isidro Mangubat and Damasa Ilano, Dominador was born on June 24, 1903 in Dasmariñas. He finished the elementary grades in Imus, Cavite, and the secondary course in the high school of the University of the Philippines in Manila. After finishing the pre-medical course in the University of Sto. Tomas with the degree of Associate in Arts, he continued his studies in the college of medicine of the same university, graduating in 1930. in the same year he passed the examination given by the Board of Medical Examiners.

   Married to the former Avelina G. Martinez, a pharmacist, of Malabon, Rizal, DR. Mangubat begot two sons, Dominador, Jr., who is also a doctor of medicine, and Renato, manager of the Prudential Bank Greenhills, Ortigas Avenue, Metro Manila.

   Dr. Mangubat was one of the organizers of the Cavite Medical Society, and in its first meeting he was elected vice-president of the organization. During the Japanese occupation he joined the Fil-American Cavite Guerilla Force (FACGF) under General Mariano Castañeda, and was promptly assigned to the medical corps with the rank of major. He was captured by the Japanese in July 1942, but was released after several months detention. Returning to his farm in Dasmariñas, he continued supplying food and medicine to the guerillas until the arrival of the American forces who provided tactical support to the FACGF in liberating the province from the Japanese.

   After the national election of 1953, President Magsaysay appointed Dr. Mangubat mayor of Cavite City. In May 1954 a prominent matron was kidnapped by the dissidents in one town of Cavite. This prompted President Magsaysay to appoint Mayor Mangubat as acting governor of Cavite, serving the unexpired term of Governor Camerino, who had a case before the court.

   Dr. Mangubatwas elected treasurer of the Federation of the Filipino Rice and Corn Millers Association of the Philippines in 1956, and after three years he was elected president of the federation. In 1963 he was appointed director of the Rice and Corn Board, serving in this capacity until 1972. He died on November 19, 1980.
