CONTINUOUS ACTION FOR ISO

       

  Massive campaign and thorough implementation in pursuing excellence in quality management system was being pushed since the provincial government of Cavite was awarded as the first ISO certified provincial government in the Philippines and in South East Asia.

  For the past nine months after its conferment on June 2012, different agencies and organizations in the local government of the provincial capitol, with its diligent and efficient employees, have exerted extra effort in order to maintain the certification.

  ISO 9001:2008 is a set of standards and requirements for the development of a quality management system commonly applied by private corporations and organizations to help ensure that the needs and expectations of customers are adequately and consistently met. These standards also enable organizations to develop mechanisms for continual improvement of products and services. 

  The province adopted the principle of instituting a quality management system and started its campaign for ISO certification late last year while technical preparations were formally initiated in February 2012 with the launching of the Provincial government’s quality policy signifying the start of the 120 days countdown. Subject of the certification are the four core offices of the provincial government including the Treasury, Assessor’s Office, Sanguniang Panlalawigan and the Office of the Provincial Governor together with three support offices – the Human Resource Management Office, Information Technology Division and the General Services Office.

  The certifying body composed of Anglo Japanese American (AJA) Registrars granted the Certificate of Attestation to the Provincial Government after finding no single major non-conformity during the second stage of the external audit on May 03, 2012. Prior to this, the provincial ISO core team conducted three quality internal audits to assess the preparedness of the subject offices followed by rigid management review meetings for corrective actions on weak points.

  ISO certification process usually takes around six to eight months but with the dedication and hard work of the ISO core team and the cooperation of the entire workforce, the provincial government achieved the much awaited certification 27 days ahead of schedule.

  With its development and progress, Gov. Jonvic Remulla realized the importance of an optimistic relationship among other provinces. He unwrap the provincial capitol for visitors and observers who would like to inspect and study the management systems and local governance in the province of Cavite .

  The provincial government welcomed different provinces who took their benchmarking activity or Lakbay Aral in the provincial capitol including the provinces of  Bohol (July 18, 2012) ,Ilocos Norte (August 23, 2012) , Zambales ( September 16-17, 2012), Sultan Kudarat (September 27, 2012) who studied the revenue collection and paperless sessions of Sanguniang Panlalawigan.  On February 15, Gov. Remulla will salute the visitors from the National Teachers College at the provincial gymnasium in Trece Martires City.

It also recognizes local governments that accord primacy to the principles of transparency and accountability. Recipients of the award also received one million pesos each from the DILG’s Performance Challenge Fund (PCF).

    Cavite was also hailed as one of the Regional Gawad Pamana ng Lahi 2011 Awardee – Provincial Category.  Exemplary performance information is drawn from the database of the on-line LGPMS, Seal of Good Housekeeping, International Organization or National Government Agency-bestowed awards and acknowledged innovations.
